The 1:72 Tachikawa Ki-54 Otsu Hickory national insignia and markings masks replace decals. The insignia is sprayed straight onto the finish, so it has no carrier film, does not silver and creates no step on the surface.

This set has nothing to do with masking the cockpit. These are masks for the national insignia and additional markings, which are applied to the finished coat of the airframe and the insignia is sprayed into them with paint. The difference from a decal is fundamental: a decal lies on the surface as a thin membrane and with poor preparation a silvery sheen appears beneath it. A sprayed insignia is part of the paint layer, has no edge and no glossy film, and when weathering it behaves just like the paint around it.
The Tachikawa Ki-54 was a twin-engine trainer and liaison aircraft of the Imperial Japanese Army Air Force, designated by the Allies with the code Hickory. The Otsu version was adapted for training aerial gunners and radio operators. It was precisely on training machines that the markings tended to be prominent, so spraying them cleanly shows up well on a model.
Spray the insignia onto a dry and preferably glossy surface; on a matte finish the paint creeps under the edge of the mask more easily. Place the mask according to the drawing in the kit, press the whole perimeter down and cover the surroundings with paper or tape against overspray. Spray perpendicularly and in thin coats; an angled coat blows paint under the edge. If an insignia has several colors, work through the layers from lighter to darker and let the paint set between the steps. Take the mask off shortly after spraying, lift the edge with a knife and pull it away at an angle.
