Two or three figures turn a static model into a scene. The key is difference: each one should have a different eye level and a different turn, otherwise the whole thing looks like a row of dummies. Spacing helps too, because figures glued side by side merge into one mass. It also works well to set the clothing of the individual people apart in color so that they do not blend into a single tone in the display case.
First try the whole arrangement dry and photograph it so that you can go back to it. Level the contact surfaces so that the figure stands firmly and does not rock, and fill small gaps under the soles with filler before painting. Choose a glue suited to the material for fixing and let the joint cure undisturbed. Once it has dried, cover the point of contact with the base with dust or grass so that the transition does not show and the figure looks like a part of the scene.
