These are decals, not a kit. The Kelik set is intended for a model of the F-15C aircraft in the MSIP II standard in 1:48 scale and is applied to the finished parts of a plastic model. Which parts of the model the set covers should be checked on the box. These are decals, so the work involves water and varnish, not glue.
The F-15C is a single-seat twin-engine fighter for air combat. The MSIP II designation refers to an upgrade program that on some of the aircraft changed the avionics and the cockpit equipment, so machines in this standard differ internally from earlier examples. For the modeler that means the cockpit details are not the same on every F-15C and choosing the right set makes sense.
Overcoat the area under the decal with gloss varnish and let it cure. Cut the elements out as closely as possible, soak them briefly in lukewarm water and move them into place with a soft brush. Blot up the excess water and gently press the decal down with a cotton swab so that it settles without bubbles. Dose the softener in small amounts, as a strong solution can damage the relief of thicker decals. Once dry, the surface is usually sealed with a varnish according to the degree of sheen required.
It is an accessory for a plastic kit, which the package does not contain. The model, paints, varnish and glue are not included in the package.
