It is neither a kit nor an aircraft model, but a detail accessory for finishing a plastic model in 1:48 scale that you have already bought. The STEEL designation in the name says that the belts are etched from steel, not from the usual brass. Steel is more springy and holds a curve once formed better, so the belts on a seat look naturally slack instead of sticking out into space.
The Lockheed SR-71 Blackbird was an American two-seat reconnaissance aircraft brought into service in the second half of the 1960s. Its design with chined leading edges and an airframe largely of titanium alloys was subordinated to long flight at high supersonic speed at great altitude. The crew consisted of a pilot and a reconnaissance systems operator, both in pressure suits. It is precisely the suits that make the harness belts a prominent feature, clearly visible with the canopy open.
Separate the parts with a sharp scalpel on a hard surface, not by breaking them out. Make the bends in a photo-etch bending tool or between two blades so that the edges are crisp. Pre-bend the belts over a cylindrical object before gluing; once glued they are hard to form. Degrease the mating area. Cyanoacrylate glue in a small drop applied with a pin works well, and for larger parts two-part epoxy, which gives time to line things up. If you are going to paint the belts, use a thin base suited to metal and spray so that the fine relief is not flooded.
