The 19th Waffen Grenadier Division of the SS was raised in 1944 from Latvian personnel and together with its older counterpart made up the bodies known collectively as the Latvian Legion. It fought exclusively in the eastern theater and its final commitment fell in the area of Courland, where the encircled army group held out until the capitulation in May 1945. The national qualification in brackets is therefore not an ornament but an essential piece of information about the make-up of the unit.
The most usual placing is on the vertical front of a base, roughly on its axis. It pays off to mark the place out in pencil first and to lay the plaque on dry, so that it sits straight. The relief of the badge gains depth when, once the base has dried, the surface is gone over with a thin dark layer that flows into the hollows and the surplus is wiped off the flat areas.
