The outside diameter is 7 mm, the wall thickness 0.45 mm and the length 305 mm; the inside bore therefore works out at 6.1 mm, so a shank or a thinner tube up to that size will pass through it. The package contains one piece, so you can buy exactly the diameter you need and are not left with a set of unused sizes.
Metal holds its shape where plastic would give way, and it takes load and heat. The tube will serve as a barrel, an exhaust, a strut, a railing post or an axle for something meant to turn. A control wire or a lighting conductor can be run inside it. The offcuts are good for making pins for joints that have to survive handling, or holders for gripping parts while painting.
The material will be used by modelers modifying kits as well as by builders who make their parts from bare stock. Tools, glue and paints are not part of the delivery, unless stated otherwise.
