The poles are pre-wired, that is already carrying the line, so the laborious stringing of the filament between the insulators falls away. The double crossbar designation then means two horizontal crossarms one above the other, which in a scene reads as a line with more conductors, that is a main route, not a branch to a single farmstead.
The repeating uprights along a road or a line lead the viewer's eye into the depth and give a scene a rhythm that the terrain by itself will not make.
