This is a decal sheet in 1:144 scale with the markings of the US Air Force, that is an accessory for a kit. The small scale places high demands on decals: the insignia, numbers and lettering are tiny and the printed film has to be thin so that it does not stand out on the surface of the model like a sticker. What exactly the sheet carries and in what sizes is given in the enclosed manufacturer's instructions.
Before you dip the sheet, check the instructions to see whether it is not a self-adhesive version. A self-adhesive film that has been dipped is ruined beyond repair, whereas a wet decal that has not been dipped can be dipped later. With a wet decal the usual procedure then applies: cut the element out close to the artwork, immerse it for a few seconds in lukewarm water and let it stand on the paper until the film moves freely. The base should be glossy; on matte paint a silvery veil forms under the film.
Transfer the small elements with smooth-jawed tweezers and align them with a damp brush, not with the tip of the tweezers. Blot the surplus water away with a cloth from the center toward the edges and use a decal softener to draw the decal into the engraved lines. A film that has dried cannot be moved any more; it tears. Finish the work by unifying it with a clear coat.
