You are buying a sheet of waterslide decals for aircraft models in 1:48 scale, not a kit. The name gives only the aircraft type and the scale; check the particular markings against the illustration on the packaging.
The F/A-18A is the first production single-seat version of the carrier multirole aircraft that combined the fighter and the attack role in one airframe. The type has prominent air intakes along the sides of the fuselage, a pair of canted fins and a very busy surface with a great many service panels. That matters for decals: a considerable part of the sheets for this type goes on small technical legends.
Small legends are thin and break easily. A few habits help: cut them one at a time and only just before applying them, soak them in water briefly and transfer them on the model on the tip of a damp brush rather than with tweezers. The surface must be glossy, otherwise a small legend will get a matte edge around it that is clearly visible at this scale.
Once dry, wash the model with lukewarm water to remove the residues of the solution. Modern combat aircraft mostly wear matte or semi-matte finishes, so choose the final overcoat in a matching sheen. The overcoat also protects the small decals from being wiped off when the model is handled.
