It is not tied to one kit and will serve on most wheeled and tracked vehicles in 1:48 scale. It is an accessory for a model that you buy separately.
A license plate is one of the few areas on a vehicle that a viewer in front of a display case sees head on. Plastic kits typically deal with it either by an engraved rectangle with no content or by a decal stuck straight onto the hull, so the plate looks painted on and has no thickness. A photo-etched plate stands off the sheet on a mount and casts a shadow of its own, which is exactly what the eye recognizes as right without knowing why. The combination of a metal plate and a decal moreover allows an accurate and legible number, which cannot be drawn with a brush in this scale.
The procedure has a fixed order. First degrease the photo-etched plate, go over it with primer and paint it in the base color of the plate. Let it dry thoroughly and cover it with gloss varnish, because a decal silvers on a matte surface. Transfer the decal in lukewarm water, settle it in place and press it down with a soft brush or a cotton bud. A decal softener helps, as it pulls the film down onto the surface. Once dry, cover it with matte or semi-gloss varnish, so that the sheen disappears. Glue the plate onto the model right at the end, with super glue in a minimal amount. If you are weathering the model, leave the plate noticeably cleaner than its surroundings; on real vehicles it was kept legible.
