Silvering is the most common fault modelers deal with on decals. It arises where air gets under the film. The steps that reliably prevent it: a perfectly smooth gloss varnish, plenty of water under the decal while seating it, pressing the water out from the center toward the edges, and finally a softener that draws the film down to the surface. If the haze appears anyway, it can sometimes be saved by piercing the film and adding another drop of softener, but that is no certainty.
Trimming the carrier film
The more closely you cut a decal out, the less glossy rim is left. On newer sheets the film tends to be thin and transparent, yet it still pays to trim with a sharp scalpel closely to the printing, especially on small legends.
The package holds decals. It holds no model, paints or varnishes.
