The board in the 20x30x4 format is intended for building dioramas and bases. You shape the base out of it and model the terrain directly in it: a gentle slope, rutted tracks, the bank of a ford or a heap of rubble. Compared with building terrain up from several layers this is a faster route, and the finished base stays light, which you will appreciate above all with larger scenes that get handled.
First lay out the scene according to the model that will stand on it, and only then start removing material. Rough the shape out first, soften the transitions and finally seal the surface with a layer that evens it out and prepares it for paint. The suitable tools and the recommended procedure for this material are given by the manufacturer on the packaging; not every glue and not every solvent gets on with shapeable compounds. So a test on an offcut pays off: put down a drop of glue and a little paint, let it dry and only then work on the base itself.
For modelers who want to put a model into a setting, and for building display scenes. The use is not tied to one scale; the same board serves under a figure and under a vehicle. According to the scale you only lay out how much area the scene needs, so that the model does not look cramped and at the same time no empty space is left on the base.
