The Panther has its road wheels arranged interleaved, so they overlap and a brush reaches the inner rows only with difficulty. That is exactly why painting the wheels drags on more with it than with other types: the boundary between the tire band and the rim has to be round and equally wide on every wheel, even on the one that is half hidden behind its neighbor. A mask holds this boundary for you and it is identical on every wheel.
The masks belong on the part before spraying, onto a surface that is clean, dry and degreased. Press the edge down carefully, so that paint does not run under it, and spray in thin coats at a right angle to the surface. It is sensible to paint the wheels before you fit them onto the model, because in the interleaved arrangement you will no longer reach the inner row. Take the mask off as soon as the paint becomes tacky; once it has fully cured there is a risk that it will tear the edge of the coat away with it.
For builders of the Panther in 1:35 scale who want the running gear finished quickly and uniformly. Which kit the masks are cut for should be checked against the manufacturer's information on the packaging, because the diameters of the wheels and their number differ among the individual releases.
