The carrier here is not paper but polyester film. The difference lies in evenness: film does not soak up water, does not warp and the grit on it lies in one plane. A paper base swells during wet sanding and the individual grains tilt in it, so an otherwise fine material leaves a random deeper scratch behind. On a part that is meant to be transparent at the end, one such scratch is the difference between finished work and repeated polishing.
Three thousand is a finishing value. At that grit the material is no longer removed, only the relief left by the previous step is leveled. The typical uses are a canopy after the mold parting line has been sanded away, the windshield of a car, a transparent headlight lens or a gloss coat before the decals go on. The film can also be used wet, which is desirable with a grit this fine, because water washes away the removed material and the film does not clog.
There are three sheets in the package. The film can be cut, so one sheet makes several smaller pieces for small parts while a large piece is kept for surfaces. A used piece only needs rinsing and drying; the abrasive layer does not come loose with rubbing as quickly as it does on paper.
This film does not belong at the beginning. The shape is leveled with a coarser material first and only then does polishing come into play. After it comes nothing but polishing compound or a dip in gloss varnish.
