These are side cutters (nippers) from Master Tools intended for separating plastic parts from the sprue. Thanks to their fine edge they allow a clean cut close to the part and keep to a minimum the amount of material that then has to be cleaned up.
They will appeal to plastic modelers who want a clean separation of the parts and less work with sanding afterwards.
The tool has a cutting edge; use it carefully. Cutting hard metal or heavy wire is not recommended, so that the edge is not damaged.
