The item is a weathering and effect product and its name points at moss, that is at low green growth. On a model and on a diorama it does a job that paint on its own cannot manage: it gives the surface a small irregular texture that betrays a damp and long-neglected place at first glance. Closer details of the version and of the quantity in the package are given on the box and in the manufacturer's information.
It shows to best effect where moss would grow in reality too. That is on the north side of trunks and stones, in the joints of paving and masonry, at gutters and the foundations of buildings, at the edge of puddles and streams, on wooden sleepers and on abandoned hardware that has stood in one place for years. The effect is stronger when you lay the material down in small islands only and do not spread it evenly over the whole area.
Go on in small amounts and keep comparing against a photograph of the real subject. Divide the material into small tufts, place them with tweezers and fix them with a glue suitable for the material in question, following the manufacturer's instructions. The color transition to the surroundings is easier to even out with a lightly laid pigment or a thin coat of paint sprayed from a greater distance.
