It is not a model of a building or a vehicle but a decorative element of a scene: a privacy fence, that is a solid fence with no gaps between the boards, of the kind that separates the gardens and yards of family houses. HO scale matches the ratio 1:87, the one most often used on model railroads and on smaller dioramas with figures and vehicles.
A solid fence is exceptionally rewarding in a scene, because it separates space and blocks the view into the background. It is used on garden boundaries, around storage yards, at parking lots and anywhere it is meant to be seen that something is going on behind the fence, but not exactly what. That gives a diorama depth: two planes of a scene for the eye to travel between. It also works well as a visual screen in front of the edge of a board, where a scene would otherwise end unnaturally.
A fence only looks believable once it is not standing perfectly level. It pays to tilt the individual panels slightly, to add grass and growth at the foot and to bring the surface out with a thin dark shade that runs into the gaps between the boards. Disguise the transition between the fence and the terrain with loose scenic material, so that where the accessory touches the ground cannot be seen.
