Work from a coarser paper to a finer one - level the surface first, then smooth it with a fine grit. You can sand dry or wet; wet sanding (with a drop of water) reduces dust and clogs the paper less. Change the paper in the holder as soon as it loses its bite, and keep the pressure even across the whole surface so that you do not make the surface wavy.
