It is an accessory for a scene, not a model of a vehicle and not a kit. The real subject is a standing drinking water dispenser, that is the well known machine at which water is drawn into a cup in a workshop, an office or a service shop. In 1:24 scale it fits exactly with models of cars, with which this scale is the most common.
Small equipment of this kind does more for a diorama than you would expect. An empty garage with a car in the middle looks like a display case; as soon as a water dispenser, a cabinet or tools are stood against the wall, the scene starts to tell that somebody works there. The body of a dispenser tends to be light and smooth, so a fine wash into the gaps and light highlighting of the edges will do it good; too much weathering, on the contrary, comes off oddly, because it is equipment that is normally wiped clean. Cups and wet areas can be suggested with a gloss varnish applied with a brush.
