1:32 Oxygen tank is a modeling accessory in 1:32 scale. An oxygen tank is part of the equipment that supplies the crew's breathing system in flight at greater altitudes; on real aircraft it was stowed in the fuselage, under the cockpit floor or behind the pilot's compartment. It is not a kit: it is a standalone part with which you complete a model you already have.
A model in 1:32 scale shows the interior at a size where missing equipment is noticed at once. Tanks themselves tend either to be roughly suggested in kits or to be missing altogether, and yet with an open fuselage or open service panels they are a prominent item. Check the extent of the package, the material and the dimensions on the box.
First try the part dry in the place it is to go and check whether it will still be visible once the fuselage is closed; on parts that end up out of sight the work does not pay off. Cut the casting remnant off with a saw and level the face with fine sandpaper, ideally wet and with respiratory protection. Wash the part before painting and let it dry thoroughly, or the paint will hold poorly. Apply a primer, then the shade according to the documentation for the aircraft, and finally a light wash into the joints of the retaining straps. Bond it with cyanoacrylate glue.
The package contains the accessory. The model, paints and glue are not part of it, unless stated otherwise.
