A static group of figures is the most common reason a diorama comes across as an exhibit. Movement, however, is suggested by small things: a figure caught in mid-stride, a body leaning in the direction a load is being carried, a head turned elsewhere than the shoulders point. When you combine two figures in a scene, give one a calm stance and the other a lively one - the contrast between them is more readable than two equally dynamic figures. A small trace in the terrain behind a figure, hinting where it came from, helps too.
Before you fix the figure down, try it dry in the scene and look it over from the place the viewer will see it from. It often turns out that a turn which looked good on the table does not work from the side. Only then set the figure in and mask the transition to the surface with grass, dust or a little mess, so that no visible divide stays under the soles. At the end go over the scene with one matte varnish, which will unify the surface of the figure with its surroundings.
