This is not a submarine kit but an aftermarket set for improving one. Artwox specializes in veneer decks with pre-printed plank laying and an adhesive backing, which are glued onto the plastic part of the base kit. Check the exact composition of the package for the particular item in the information from the manufacturer: the sets are shaped and cut for one single kit and are not interchangeable between manufacturers. Japanese ocean-going submarines had a wooden walking surface on the upper deck, which on plastic kits tends to be suggested only by fine engraving. Type Hei submarines were among the large units able to carry transported craft on deck cradles; on this version those are Kaiten manned torpedoes secured behind the conning tower. That is exactly why the upper deck is so exposed on a model: it is visible along the whole length and carries most of the detail the eye registers on a finished model.
The deck strip of a submarine is long and slender, so it is handled differently from the wide deck of a surface ship. First try the piece dry along its whole length and mark the position of the conning tower and the cradles in pencil. Bend the veneer into the longitudinal curve of the hull only lightly and gradually, never with a sharp movement: the wood is thin and would break into fibers at the fold. Expose the adhesive layer in short sections and after each press check that the piece has not wandered off the axis; on a narrow piece a deviation shows at once. Deal with overhangs around openings by trimming in place, not by guessing in advance.
The accessory is intended for a plastic kit and is sold separately. The kit and paints are not included in the package, unless stated otherwise.
