It is not a kit and not a whole seat, but an add-on intended for detailing a cockpit that has already been built. It is exactly the kind of part that cannot be made thin enough in injection-molded plastic: in reality the handle is a slender grip, which on a model out of a plastic mold comes out either far too thick or missing altogether.
The ACES II is an American ejection seat that became the standard on a number of US Air Force combat aircraft and is in use to this day. It is operated by handles placed in the seat pan and comes in several versions differing in detail, according to the type of aircraft and the period of manufacture. The handles are among the items that are clearly visible on a model with the canopy open and that liven up the view into the cockpit considerably.
The parts are very small, so separate them from the fret with a sharp scalpel or a fine saw and work over a surface from which a part can be found again. Wash them in lukewarm water with detergent before gluing. They are bonded with super glue applied in a microscopic amount, best with the tip of a wire. It is more comfortable to paint them before fitting: primer, the base shade and only then placement on the seat. Remember that the handles tend to have a striking color finish, which in the cockpit serves as a warning element; check the particular shade against references for the aircraft you are building.
