This item is a decal set in 1:48 scale. Fulcrum is the code designation of a twin-engined fourth-generation fighter that entered service in many countries outside its country of origin and received its own markings in each of them. That is exactly why sheets like this one appear: the basic kit offers one or two options, and the set adds more.
It is not a model or parts for a build. The set holds printing on waterslide film and you use it at the stage when the model is painted and varnished.
The most common fault with decals is a light haze around the motif. It arises because air is held between the film and the paint. Three measures help: a gloss varnish as the surface, a close trim of the film at the printing, and pressing the water out from under the decal with a soft cloth. If the haze appears anyway, pierce the film with the tip of a scalpel and apply a further dose of softener.
Soak the motif in lukewarm water, set it aside on a towel and wait until it begins to slide. Apply a thin layer of solution to the model, bring the decal up and draw it off the backing paper. Align the position with a brush, blot the surplus water away, and use a stronger softener only at the end. Once dry, wash it and go over it with a matte or semi-matte varnish - jets tend to be rather matte.
