1:48 F-16 C/D wheels is a resin set of wheels for a kit of this airplane in 1:48 scale that you have already bought. It is not a model but an accessory that replaces the wheels from the box with sharper castings.

A set cast in modeling resin by the Czech maker Brengun, intended for replacing the wheels on a model you already have. A resin casting has no parting line across the tread, so sanding out a seam, and with it the loss of the tire pattern, falls away. The content of the package is not stated here.
On modern jet airplanes the landing gear is slim and the wheels are conspicuous on it. The detail of the hub, the shape of the rim and the texture of the tire are among the first things a viewer notices on a model on a base. Injected plastic captures this area only to a certain extent, because the mold has to open and the seam runs exactly where the pattern is. Resin is cast in one piece and holds the fine relief. On the F-16 type the wheels and the tires moreover differed during its service and between blocks, so before buying it is worth comparing the shape with photographs of the particular machine.
Wash the castings in warm water with dish soap, or release agent will be left on them and the paint will not hold. Cut the casting block off with a saw and level the surface on abrasive paper on glass; sand wet and do not inhale the dust. Try the fit on the landing gear leg dry, as the hole for the axle sometimes has to be carefully opened out on resin wheels. It is glued with cyanoacrylate glue (super glue). When painting, work from the tire to the hub and mask the hub with a circular mask; finally dust the finished wheels with a light pigment according to the environment in which the machine operates.
