It is neither a paint thinner nor a plastic cleaner and it does not help with gluing at all - it is a rescue aid for the moment when a part sits differently than it was meant to. A debonder is a solvent and behaves like one. Apply only a small amount, let it work for a while and then wipe it off; depending on how much glue there is, the step usually has to be repeated several times. On clear parts, decals and painted areas it may dull or attack the surface, so always test it on a hidden spot first. On thin photo-etched parts proceed slowly: once the joint lets go, such a part twists easily.
