Decal Setter is a modeling aid for applying decals, not a kit. It is a solution in an 18 ml bottle that raises the adhesion of a decal to the surface of a model. Thanks to it the decal settles firmly, beds down onto the base with no air bubbles and forms no silvery rim, which otherwise often gives away a marking as something stuck on. The setter is applied with a brush, usually to the place where the decal is to go, or carefully over a decal that has already settled.
These two products are often confused, but they do different work. A setter deals with adhesion and settling: it prepares the surface, makes sure the decal is in contact with the base and drives the air out. A softener, by contrast, softens the carrier film itself, so that the decal sinks into engraved lines, rivets and irregularities and looks painted on. In practice they are used in order: the setter first, for settling, and only then the softener where the decal needs to be drawn into the relief.
For modelers of all levels: on aircraft models with a great many technical markings a setter is practically indispensable, but it serves just as well on vehicles, ships and car models. The 18 ml bottle lasts for a great many applications.
