A diorama stands or falls on whether the model has somewhere to stand. A dock edge is a rewarding setting precisely because it naturally divides a scene into two parts: the solid surface on which equipment and people move, and the water that adjoins it. This part represents such a section in 1:35 scale, that is in the scale common for military equipment and for civilian figures alike.
First lay the scenery on a board and set the scene out dry: where the model will go, from which side the viewer will look and where free space will remain, so that the scene does not feel crowded. Only then seat the part and join it to the surrounding terrain. Fill the seam between the scenery and the base with filler or modeling paste, so that the edge does not look cut off. You complete the water surface with separate products intended for that purpose, and let it creep right up to the edge; the transition between the wet and the dry surface sells a scene more than anything else.
If you paint the surface, start with a base color, then lighten the area and instead let the shadows down into the joints. A dock edge is never clean: salt, grease, wear from ropes and rust from fittings age it faster than accurate color does. Make the band just above the water darker and dirtier, with a bloom of algae and deposits; it is that band that tells the viewer where the water really is. Wash and degrease the surface before painting.
