It is a figure for the deck of an aircraft carrier, not a part of the model of the machine. It completes a finished scene in which the aircraft is standing, taxiing or getting ready to launch.
Deck operations are divided by the color of the working shirts, and yellow marks those who direct the movement of the aircraft. They line the machines up on the deck, hand them over to one another with hand signals and watch the clearances between the wings. Without them a deck on which dozens of machines are maneuvered could not be run at all.
Place the figure so that the direction of its arm really points at something: at the aircraft, at the edge of the deck or at another member of the crew. The gaze should go the same way as the gesture. For painting, a deep yellow tone laid on in thin coats over a light base works well, because yellow covers badly and goes gray over a dark base.
