It is a tool that is rolled over spread-out modeling putty while it is still pliable, pressing a continuous paved surface into it. The 15mm designation in the name distinguishes this variant from the one without it: it is a finer pattern spacing, that is smaller setts over the same area.

Where it belongs in a scene

Paving is a classic foundation stone of a scene. It is made as the very first layer and everything else is then laid on top of it. The sequence from the bottom up usually looks like this: first the pattern is pressed in, then the base stone shade, after it the darkening of the joints, which draws out the grid of the paving and gives the surface depth, and finally life on top, that is tufts between the setts, a small deposit at the walls and scattered details. A finer pattern spacing suits smaller scenes, where large setts would look coarse and would overpower a figure.
