An Excel riveting wheel 5/16 inch in diameter is a toothed wheel on a handle that presses a regular row of rivets into material. The diameter corresponds to roughly 8 mm.

A riveting wheel is a toothed wheel turning freely on a pin in a handle. When you run it across material, each tooth makes one impression, and because the tooth pitch is fixed, the result is a perfectly regular row of dots. That regularity is something a human hand with a needle never achieves, which is why the wheel is an established modeling tool for restoring and adding riveting. The diameter given in the designation is 5/16 inch, that is roughly 8 mm.
How positive, that is raised, rivets are made
The side you run it on is what decides. Run the wheel over the face and the teeth push the material inward, making impressions, that is negative rivets. Turn thin material face down, however, and run the wheel over the back, and the teeth push the material out to the other side, so a row of domed, positive rivets appears on the face. It works on thin plastic, on aluminum foil, on self-adhesive film and on thin plastic sheet, from which finished strips of rivets can be lifted and applied to a model. On the thick wall of a kit part count rather on impressions.
Keeping the line along a panel line
For modelers of aircraft and vehicles who restore riveting after sanding seams, and for builders who make strips of rivets themselves instead of buying photo-etched ones.
