This is not a kit of a vehicle but a diorama accessory from RT-Diorama in 1:35 scale. The accessory consists of an iron fence with a gate. The number three in the name marks the last of the three variants the manufacturer makes in this range.

What part the fence plays in a scene

Fencing gives a base a readable boundary and with it the meaning of the whole view. From the fence the viewer sees at once what is street and what is yard, and the movement of the figures thereby gains direction. The gate also works as a natural node of the action: a leaf left ajar, a guard at the entrance or a post wrenched out of line say more about the situation than another vehicle in the scene. The regular vertical pattern of the fence meanwhile sets off the irregular rubble and the rough masonry nicely, so the scene gains contrast even where everything else is gray surface.
