A fence is a quiet helper on a diorama. It divides the surface into the part where the action takes place and the part that merely fills in the surroundings; at the same time it hides the boundary of the base, so that the scene does not end at random. It also gives the viewer the scale, because the height of a fence is easier to picture than the dimensions of a vehicle or a building.
