The combination of clear and white sounds like a contradiction, but in modeling practice it has a clear meaning: there is so little pigment in the bottle that the surface underneath stays legible and the area above it merely turns milky white. It is used where a surface is meant to lose its sharpness and take on a haze, not where it is meant to disappear under a coat of paint.
On a translucent part it creates a more matte, milky impression like that of frosted glass. Over a colored area the tone shifts paler, but the original color underneath stays apparent. The more passes, the less light gets through the area; the veil can be built up, but you will only get it back by repainting, so it is added a little at a time. Over a dark surface the result is a fine haze rather than a white area, and several passes are used up before anything changes at all. Over a light surface, in contrast, a little is enough and the haze shows at once.
For modelers who work with translucency and with layering on figures. Anyone who needs a white to paint an area with, for clothing for instance or as a base under light shades, needs an opaque white, and this item is not one.
