The most common reason a decal looks like stuck-on paper is a matte base. Matte clear has a microscopically broken surface, and under the transparent carrier film a thin layer of air remains, which shows as a silvery veil around the printing. For that reason, first seal the area where the decal will go with a thin coat of gloss clear and let it cure properly. Only then lay the decal onto the smooth gloss. Once dry, even the whole model out with a matte or semi-matte clear coat — the gloss under the decal then disappears and the surface looks uniform.
