The set belongs among accessories for painting, not among kits. It sets the boundary on a wheel between the face of the wheel and the rubber tire and is cut for the kit from the Bronco company. The vehicle has large road wheels, on which the transition between wheel and tire is clearly visible on a finished model, so a clean boundary pays off.
The usual sequence is to start with the dark shade of the tire, let it dry, cover it with the mask and spray the base color of the vehicle over it. There are two reasons for that. A darker shade is covered better by a lighter one than the other way around, and any hint of color that gets under the margin of the mask will blend with the shadow at the edge of the tire instead of creating a light rim. The second argument is practical: the base color of the vehicle is sprayed over the whole lower structure anyway, so you can spray the wheels together with it and do not have to come back to them.
For modelers of the kit mentioned who want their running gear finished in a single painting pass and do not want to complete the tires with a brush. Even a less experienced modeler can manage the procedure, and it is enough to keep to the drying between layers.
