The 1:35 Panther D – ICM is a Quickwheel masking set for the road wheels. It replaces a compass-cut template, with which you have to hit the diameter and the center every time.

The set serves for painting the wheels, not for building them: it sets off the face of the wheel against the rubber tire, so that the transition between them comes out sharp. It is cut for the kit of the Panther Ausf. D from the ICM company. Because sets for the same vehicle prepared for different kits exist side by side, which kit it is for is the figure you choose by.
A universal template with graduated circular openings works only when you hit the right diameter and at the same time keep it exactly over the center of the wheel. Both are done by estimate and the error shows in that the band of the tire is wider on one side than on the other. The same holds for cutting disks out with a compass cutter: the diameter fits, but with every further wheel it runs off a little differently. A set with pre-cut masks leaves this step out entirely, the diameter is given by the shape of the wheel in the target kit and all that remains your task is the seating.
For modelers building the kit mentioned who do not want to lose time with a compass and want their running gear uniform. It suits beginners as well, because it removes the step in which mistakes are most often made.
