This is a diorama accessory, that is, a small prop for a scene in 1:48 scale, not a model of a vehicle nor a kit. The accessory is made by the Czech brand Hauler, which devotes itself to photo-etched and resin accessories and to diorama elements.
A riot shield is a piece of personal protective equipment: a transparent or opaque panel with grips and a forearm rest, carried by a member of a public-order unit. In a diorama it fills two functions. For one thing it gives a figure an unmistakable role, so that the viewer sees at once what sort of situation it is. For another it works as an element of composition: shields stood in a row create a line that optically divides the scene and gives it direction. It can be used in modern urban views and as a prop set aside, leaning against a vehicle or a wall.
Separate the part carefully and clean it up; resin castings should first be washed in lukewarm water with detergent, so that no mold release agent stays on the surface. Apply a primer. The body of the shield is usually built up on a dark gray or black base; lettering and stripes are more easily suggested in this scale with a fine brush than with a decal. If you want a transparent panel, you can replace or complete the shield with thin clear foil cut to the outline of the part and stuck on with glue for canopies, which does not fog. At the end add fine scratches in a lighter shade on the edges and light dust with a pigment at the lower edge. Watch the scale of the weathering; in 1:48 a hint is enough, as a heavy coat looks out of place.
