This set from Quinta Studio brings together the emblems of defense organizations with military badges of the Red Army as they looked in the 1930s and 1940s. The figure itself is not included. To serve its purpose it needs a figure already finished and painted.
When a soldier stands beside a civilian on a diorama, you need details from both worlds. A set that covers both groups keeps the rendering uniform across the whole scene and covers both groups from a single sheet. That comes in useful above all in scenes from the start of the war, where the civilian and the military worlds overlapped most.
Figures should differ from one another not only in pose but also in what they have on their clothing. Viewers read differing details subconsciously, and thanks to them the scene looks more alive than a group of identically turned out figures. It therefore pays to lay the whole scene out in advance and to divide the details so that the figures do not start to repeat.
