The forms of sheets differ and the procedure follows from the form. An ordinary decal releases from the backing paper after soaking in water and is moved onto the model; a self-adhesive film, by contrast, is not soaked and soaking damages it irreversibly. Which form you have in hand is given by the instructions enclosed in the package, so follow them. All the two have in common is that the surface should be smooth, glossy and free of grease and that the finished markings are given a clear coat once dry.
