A collection of models in 1:64 scale looks like an empty parking lot without people. As soon as you place even a single figure among the cars, the scene gains scale and a story at once: the viewer imagines what is going on, and the eye gets a point from which it measures the size of everything else. That is exactly why figures pay off even for someone who does not want to build a diorama and simply keeps models in a row behind glass.
Set the figures out dry first and look at the scene from the height of the viewer's eyes, not from above; only then choose the final place. Figures look best when they are doing something and have a relation to something, that is when they lean on a car, bend down to a wheel or talk to each other. Avoid setting them out in a row and at equal spacing. Stick them down with super glue, which holds even where cement for polystyrene does not; apply it in drops, so that no excess is squeezed out around the feet. If you go in for touching them up, work with heavily thinned paint and the finest brush you have, because at this scale a few tenths of a millimeter make the difference.
