A modeling accessory, not a kit. The templates mark out the rubber tire band of the road wheel, so you make the border between rubber and rim by spraying instead of with a brush. The set is cut for the Tamiya kits, because wheel diameters differ between moldings.
The AMX-13 is a light tank and its running gear is in keeping: five road wheels on each side, but of small diameter, supplemented by return rollers that carry the upper run of the track. It is precisely the small diameter that makes painting the tire bands unpleasant work. The smaller the wheel, the narrower the rubber ring and the smaller the error you can afford — on the large wheel of a T-54 a tenth of a millimeter of overrun is barely visible, while on the wheel of an AMX-13 it creates a visibly uneven line. Lining by hand also runs up against physics: a brush with a tip fine enough no longer carries enough paint for a smooth line to be drawn all the way around, so a series of joined strokes results. Do not forget that besides the road wheels there are also the return rollers, which usually have rubber as well.
Small wheels are exactly the case where a template adds most for the work it takes — it does not save you as many minutes as on a seven-wheeled running gear, but it saves you a result you could not have achieved by hand at all. If it matters to you that the running gear should stand up to a close look, this is effort well spent. Conversely, if you are counting the model straight into a diorama with deep mud, or leaving the running gear in a uniform dark tone with a dry brush, you can do without it. Decide before you glue the wheels to the hull, because glued wheels are considerably harder to mask.
