The set is an aftermarket accessory for a model, not a kit. According to the name it is a combined package: a veneer cut-out of the flight deck with pre-printed plank laying and a self-adhesive back, together with photo-etched parts. The extent of the photo-etched parts is stated by the manufacturer on the packaging of the set. The set is meant for the Aoshima 010303 kit.
On an aircraft carrier the deck makes up almost everything that can be seen on the finished model, so every mistake shows there. American carriers had flight decks covered with wooden planking, and a veneer cut-out catches that far better than sprayed plastic. The area is large and continuous, though, so lay it section by section: uncover the film over a strip a few centimeters wide, press it down and only then go on. On large areas it pays to mark the centerline of the deck, so that the sheet does not twist as you work.
Photo-etched parts call for a different technique from plastic or veneer. Cut them from the fret on a hard surface with a knife rather than with nippers, bend them over a sharp edge or in a bending tool and glue them with super glue applied in the smallest possible amount. Degrease the parts before painting and use a primer, otherwise paint will not hold on the smooth metal.
