It is an auxiliary modeling chemical product, not a paint. It serves to keep a surface that is meant to be flat flat. Glossy patches almost always appear on a model at the end of the work: after oil paints, after enamel effects, after a dried wash in the recesses or after a local repair, where the moldings and edges polish up differently from their surroundings. It is exactly such differences in sheen that give away where you have been working, even when the shade of the paint is right.
The product is brought in deliberately on the spots where the sheen is a problem, and that is its advantage over an overall flat clear coat: you do not have to even the sheen out over the whole model because of one glossy patch and risk flattening areas meant to stay smooth, such as glass, chrome or a painted car body. It is most often used on figures, where flat skin and fabrics stand next to deliberately glossy eyes and leather, and on vehicles after oil stains and a rinse.
Always try it on a hidden area or on an offcut first, not straight on a finished model. Work in small areas, let the product dry and only then judge the result against the light from a shallow angle, because a difference in sheen is not visible when seen head on. It is better to go about it in two passes than in one heavy application. Cover models on which the sheen is to be kept beforehand.
