This is neither a kit nor a figure, but a decal sheet set from the Hungarian brand HAD models. It is intended for pilot figures in 1:48 scale and deals with two things that are hard to paint by hand: the markings on a helmet and the cloth patches on flight gear. It therefore belongs among accessories for figures, not among decals for aircraft airframes.
The McDonnell Douglas F-4 Phantom II was an American two-seat twin-engine combat aircraft which from the 1960s became the backbone of both the naval and the land-based air arms of the United States and, through exports, entered the armament of a number of other countries. Phantom crews carried the striking badges of their squadrons on their helmets and flight suits, and it is precisely this visual detail that turns a pilot figure beside a model into a finished story. Without markings a figure looks anonymous; with them it places the model with a particular unit at once.
The surface beneath a decal has to be smooth and glossy, otherwise air will be trapped under the film and the edge will go white. So apply gloss varnish, let it cure thoroughly and only then settle the decal. On curved surfaces such as the shell of a helmet a softener will help - it is applied to a wet decal and left to act without any further moving. Small patches are more easily placed with a damp brush than with tweezers. Once dry, blot off the surplus water and even out the surface with matte varnish; the helmet can be left semi-gloss, but the flight gear belongs in matte.
