A cone is among the most easily recognized objects of public space, so it tells the viewer at once how large the scene is and what is going on in it.
Set the cones out dry first and fix them only afterwards, because their spacing decides how readable the whole scene is. Fresh orange tends to look too loud on a model, and a muted appearance comes from a light pass of a dust shade and a dark unifying coat around the base. The white reflective stripes stand out when you do them last and leave them clean. A cone standing with its axis slightly off, or with a scuffed edge, looks more convincing than a perfectly upright row.
