This is a photo-etched brass detail set from the Polish brand Aber in 1:35 scale. It is not a kit but a universal set of small tie down cleats with which you replace coarse plastic imitations on all kinds of models of armored and military vehicles. The 1st choice designation refers to a particular shape of cleat; Aber also offers an alternative form.
On real vehicles the tie down cleats served to lash equipment, tarpaulins, boxes and cargo to the hull and the fenders. The small photo-etched parts have a faithful shape and crisp edges that cannot be achieved in molded plastic, and they are usable across many models.
Separate the parts with a sharp knife straight from the fret and carry them into place with tweezers. They are glued with a tiny drop of super glue (cyanoacrylate). Degrease the metal before painting and apply a primer. Because of the small size it helps to work with a magnifier.
This is an accessory for detailing, not a model in its own right. The base kit, glue and paints are not included in the package.
