The shade designated by the number 65 covered the undersides of German aircraft in the first half of the war, that is in the period of the Battle of France and the Battle of Britain. It is lighter and more distinctly blue than the later underside color that gradually replaced it after 1941. The underside is in fact what tells you which period a model's aircraft belongs to.
The binder is water-based and the film holds a satin level of gloss once dry. On absorbent bases the paint can be thinned with water, but on smooth plastic the thinner from the same range is better. Do not mix it with the lacquer lines from the same manufacturer, as the mixture would curdle.
If you are building an aircraft from the turn of the periods, check the documentation for which underside color it carried. The transition between the two shades did not happen all at once, and some aircraft flew in their original finish long after the new regulation was introduced.
With early German schemes it is often forgotten that the underside was sprayed high up and that the boundary ran across the whole side of the fuselage. A model with the boundary carried low looks more modern than the period warrants.
