A carrier fluid is an aid for weathering a model. It does not color the surface itself: it spreads pigment or a colored material over it, and once dry only the material you applied with it stays on the model. That is exactly why it can be worked differently from a brush dipped in paint. You lay it on an area, settle dust or mud into the wet, and control where the deposit is drawn. In corners, in recesses and around rivets more settles than on convex surfaces, which is precisely what makes a surface convincing.
It pays to work in small areas and to let each coat dry before you add another. Several thin coats are usually needed, because one heavy coat cannot be taken off the model again without damaging the finish underneath. The Standard designation sets this rendering apart within the line, so use the product with the materials it is intended for, and read the thinning ratio, the drying time and how to clean the tools on the packaging.
Let the product work on a well-dried and settled finish; on fresh paint it can attack the base. Try a new product first on a hidden area or on an offcut, and only then let it near a finished model.
Pigments, paints, brushes and modeling tools are not part of the delivery, unless stated otherwise.
