The 45 ft designation is the manufacturer's label for this railing pattern, and the version has three horizontal bars in the form of chains. It is not a ship model but a universal accessory that replaces coarse plastic or missing railings with faithful fine photo-etch. The short version suits shorter stretches and the more intricate parts of the decks.
Thin photo-etched railings with three chain bars give the decks and superstructure the fineness the scale calls for, which plastic cannot manage in this scale. The short version makes it easier to fit them into smaller stretches and around the superstructure.
Cut the railing to the length you need, bend it to the shape of the deck and bond it with super glue (cyanoacrylate). At the corners, shape it over the edge of a ruler. Apply a primer before fitting and finish the painting once the parts are glued on, so that they merge with the hull. The universal part can be used on various ship models in the same scale.
